Freedom of Information is the principle that organisations and governments have a duty to share or provide ready access to information they hold, to anyone who wants it, based on the public’s right to be informed. The right to know is central for upholding other basic rights, for furthering transparency, justice and development. Hand-in-hand with the complementary notion of freedom of expression, it underpins democracy. We may not consciously exercise our right to know. But each time we pick up a newspaper, turn on the TV or radio news, or go on the Internet, the quality of what we see or hear depends on these media having access to accurate and up to date information. Obstacles in the way of our right to know take many forms, from a lack of resources and inadequate infrastructure to deliberate obstruction. Far too many journalists exercise their profession in an environment where restrictions on information are the norm, where dealing with pressure, harassment intimidation or even physical assault are all in a day’s work. More and more countries around the world are adopting freedom of information legislation. This makes it easier to scrutinize government actions, and it reinforces public accountability. Meanwhile faster and cheaper technology means that more people in the world have ready access to information from outside their immediate environment than ever before. Now is the time for us to capitalise on these advances, by strengthening institutions, by providing the necessary training for information professionals, by fostering greater open-ness within our public sectors and greater awareness among the public. I call on governments, civil society, the news media and individuals everywhere to join forces with our journalistic community like HUJ in promoting Freedom of Information all over the world.

Monthly Pakistan Special is the oldest and largest circulated magazine for over 10 million Persons With Disabilities (PWDs) in Pakistan and is providing a common platform to the most neglected segment of the society. At present the circulation of monthly Pakistan Special is over 10,000 copies per month. We are the pioneer in advocacy and awareness campaign in Pakistan.For the last TWELVE years a dedicated team of professionals is bringing out this valuable publication from Islamabad (Pakistan) on regular basis. This is totally a non-funded project, which is being run on self-help basis. Registered with Government of Pakistan under Declaration No. 5730/2(52)-Press/99 dated Nov 1, 1999, Pakistan Special is effectively and efficiently coping with informational, educational, rehabilitational, recreational and social needs of tens of thousands of PWDs in Pakistan. Certified by Audit Bureau of Circulation (ABC), Government of Pakistan, Pakistan Special, is on Central Media List, approved by Ministry of Special Education, endorsed by JICA (Japan International Cooperation Agency), ILO (International Labour Organization), the World Bank etc. Pakistan Special has the largest network of disabled people in Pakistan. It is acting as the mouth piece of disabled community and is being widely read not only in the country but also outside the country. As an Implementation Agency, Pakistan Special conducted a door to door Survey on disability in District Mansehra covering 6,000 households in 2003 for JICA and same was conducted in Hunza Valley for Karakoram Area Development Organization in 2004. In 2004, Pakistan Special was awarded a contract by The World Bank to monitor small grant recipient NGOs in disability sector throughout Pakistan. Presently, Pakistan Special is playing a very important role in creating awareness and solving problems regarding disability related issues in the country. The magazine covers all the four main categories of disability i.e. physical, hearing, visual and mental disabilities.

ہمارے ہاں صحافت دراصل زمانہ قدیم میں کی جانے والی شاعری کی ترقی یافتہ شکل ہے، جسطرح شاعری روز مرہ کی احساسات سے عبارت ہے صحافت بھی روز مرہ سے عبارت ہے اور جسطرشاعری میں ہر چیز حقیقت نہیں ہوتی صحافت میں بھی ہر چیز حقیقت نہیں ہو پاتی ہے یہ اور بات ہے کہ شاعری اور صحافت کی شکلیںجدا اور معیار ات الگ ہیںفرق فقط یہ ہے کہ شاعری میں زبان موزوں صحافت میں غیر موضوع،شاعری روز مرہ کی داستان ہوسکتی ہے جبکہ صحافت روزو شب کے واقعات وحادثات کی مکمل زنبیل۔ صحافت نام ہے ایک دھند کا جسے عام عوام دیکھ نہیں سکتی،اس درد کو صحافت کہتے ہیںجسکی کسک ہر خاص و عام محسوس نہیں کرسکتے یہ ایک پر پیچ و تکلیف دہ سفر ہے جس میں منزل صرف وہ پا سکتے ہیں جنکی آنکھیںپردہ و پس پردہ دیکھنے کی صلاحیت اور دل درد مندآنہ ہو۔ یوں تو صحافت کی تاریخ قدیم ہے مگرہم یہاں اردو صحافت کی بات کرینگے دراصل برصغیر میں اردو صحافت کی ابتداءو ارتقاءلشکریوں کی سر زمین ہند میں وارد ہونے اور ان کی باہمی مفادات،نظریات و سیاسی ،سماجی ، ثقافتی اورجنگی منظر نامے کی فروغ سے جڑی ہے جو رفتہ رفتہ درپیش حالات و واقعات سے نمو پاکر ہندوستان کی آزادی میں ناقابل فراموش کردار ادا کرنے کی موجب بنی اور اسطرح جدید اردو صحافت عصری تقاضوں سے ہم آہنگ ہوئی،اس بات سے قطع نظر کہ اس سفر میں کون رہنماءتھا چند اشخاص کا ذکر خیر اور انہیں خراج عقیدت پیش کئے بغیر آگے بڑھنے کی کوشش قابل مذمت ہے،یوں تو فہرست طویل ہے یہاں چند بابائے صحافت کا نام پیش خدمت ہے جن میں مولوی باقر،مولانا حسرت موہانی،ظفر علی خان،محمد علی جوہر،مولانا ابولکلام آزاد اور محمدمجیدبجنوری کے نام شامل ہیں ۔ روزنامہ ہیڈلائن،کراچی اجراءکرنے کی کوشش ایک بھاری پتھر دھکیلنے کے مترادف ہے مگر ہم بھی ٹہرے پاگل جنونیاس لئے یہ کہتے ہوئے قطعی مبالغہ آرائی نہیں کی صحافت کی دنیا میں یہ بھاری پتھر خو شگوار تبدیلی سے کم نہیں ، مگر کامیابی کے اس سفر میں اچھے قاری کی قیمتی آراءکی ضرورت شرط اول ہے، نیک دعاﺅں کے ساتھ چیف ایڈیٹر
